Help with Banned users

We've had issues on our board recently with banned users being able to create throwaway accounts and posting when they shouldn't and offending the community.

Banning IP's won't work as we're running into AOL and IP proxy workarounds.

Any ideas on how we can limit this would be appreciated.

You could ban their email addresses or turn email or admin validation on.
