Paid Subscription Test error

I am having issues with members trying to upgrade there membership using the paid subscription. This worked with my old 3.0.7 until I recently upgraded to 3.5.3 They get a permissions error. When I go to admincp and do a Test Communication after all my paypal information is entered I get this error

I have never seen this error before. I will ask the others about this.

Try restarting the server or upgrading PHP. This could also indicate faulty memory in the server.
