Create forums/subforums

I know it must be simple, but for the life of me I can't figure out how to do it!

Basically I want to create forums and subforums, like on this site.

e.g. This is how it's setup on vb.com

vBulletin Announcements and Discussions
vBulletin Announcements
Announcements Discussions

I've tried making a forum, then making the subforums as child forums, but this hasn't worked!

It would be really helpful if you gave me a walkthrough guide, but I'll be greatful with any help that I can get!
