How do i make an admin on administer a specific usergroup?

I want to make an admin in my forum, to be able administer only a specific usergroup and not all of them (and also only the users of this usergroup and not all of them).

Can i do this?

That is not possible, an admin is an all access user.

The user who has access to manage usergroups, can manage all usergroups.
