Is there a builtin newsletter option in VB ? if there is , where ? if not is there a hack that would it ?

Yes there is.

Admin Control Panel > Users > Send Email to Users >

From here you can write a newsletter to everybody, or just one or more usergroups.

This is done through plain text, not with a mime to make HTML newsletters. So what you want: no, vB doesn't have that
