I have reinstalled an old backup which had cron script dates of everything running on October 2nd, a week later nothing has updated to the current date and so therefor all of my scripts are still awaiting for October 2nd to hit even though it has past. I have manually clicked run on multiple occasions and added new scripts hoping to correct the issue but it has not. Any ideas?

The scheduled tasks are triggered by code in your footer template. Sometimes edits to this templates or code added to other templates can break this.

The next step to troubleshoot this, remove any hacks and disable your plugins, then see if you still have this problem.
If so, reupload all the original vB non-image files (except install.php). Make sure you upload these in ASCII format and overwrite the ones on the server.
Next, create a new style and choose no parent style. This will force it to use the default templates. Finally empty your browser cache, close all browser windows then try again. Make sure you change to the new style and view your forums with it. Do you have the same problem?

I use Task Scheduler to run personnal php script. When I submit it manually, the script is ok. it works. I can find the result and I see its entry into the job log.
