Random members can't post?

I've checked over all of the user permissions for my members, I've even reset them and reassigned them.... And there's still some that tell me that they can't post..

For all I know it might be most or all of them that can't post, because a lot of the users are inactive now..........

This is the error they get when they try to post:

Forbidden
You don't have permission to access /forums/newreply.php on this server.
Additionally, a 404 Not Found error was encountered while trying to use an
ErrorDocument to handle the request.

Can anyone help me?

Try logging in as one of these users to see if you have the same problem. If you don't, then the cause is somewhere on their end. It's impossible to know exactly what it is but some possibilites are: browsers, browser settings, Internet and security settings, ISP and/or cache issues, firewalls, ad-blockers, and any other application that affects Internet content.

I've logged into their accounts and never had the problem. And none of my staff has ever had the problem, so we've been assuming it was somewhere within the user settings...........

I can't figure it out at all.......

Chances are your host has installed mod_security and its causing problems with specific varibles that get sent back to the site during a post.

You will need to contact your host and request that they change the rules to allow the usage, or disable this apache module all together.

Well I did what your new post said....

SecFilterScanPOST Off

Put that into a .htaccess file and still nothing.. Funny thing is.. I've even completely reinstalled the forums to 3.5.2, and still all they can do is make new threads, but not reply to anything....

Your host might not allow those sorts of flags. Contact your host and ask them if they have mod_security enabled.
