can super moderators create forums

I would imagine there must be a way to do this. I have chosen 3 moderators, I am giving them super mod status and expecting them to create their own forums when they see fit.

I can't seem to find any options allowing mods the ability to create forums.

I am ok with the idea of perhaps making them admin or what need be to do this, but I would rather not give them admin access if they can delete users, etc.

Can someone help me out by answering this in detail for me as to how I can accomplish my goal? Thanks in advance.

No, SMods can't create forums.
There is no option for this.

You'd have to give them AdminCP access.
If you don't like it that way, try asking at vB.org.
