Problem with Step 2

What does this mean? I have the config.php file pointing to oadmin_forum, which is the name of my database, and I have my username and password entered in correctly.

This means the database in your config.php file doesn't exist. You need to doublecheck this.

No, the forum is the right one. If I check phpMyAdmin, the database is called the same as the one I show in my config.php file.

I've been doing this a long time and it definitely means the db info in ImpExConfig.php is wrong. If this is on a remote server, then that could account for this error as well.
