Set custom avatar for certain post count

I want to allow users with a certain post count to be able to use the custom avatar function. I have searched but can't find a way to do it. Is it possible?

So do I have to actually make a new usergroup for this since I can't send them back to their original group, or would it have to be global for the whole group?

Basicly, you add them to a secondary usergroup, and have it so that new group can use the avatar permissions

Is there a way to have a pm or email sent to the user once the user is promoted?
