How would I set this up?

I saw it on another forum called pk-hq, but it's been taken down since so I can't get pictures, but it was a very well done layout.

You want to hyperlink user ranks? You can use HTML code when editing a rank:

Admin CP -> User Ranks -> User Rank Manager

In the "OR you may enter text" field you can use link code like this:

<a href="URL">TEXT</a>
