There are form widths and spacers in your:

Admin CP -> Styles & Templates -> Style Manager -> StyleVars (in the menu)

I can't find any templates for this. It looks like you would have to modify the files or install a plugin. For help with this I recommend you post on www.vbulletin.org.

There is a wysiwyg class actually, I believe its inherited to all of them..

I wasn't sure exactly which paddings you were talking about, so I posted the path to all of the StyleVars. Can you post a URL or picture showing the exact thing you want to edit?
