In the header. HTML markup doesn't belong in the header section, that's just for title; meta tags and calling a stylesheet. Keep the HTML in the <body></body> tags.

Should l put <body> from top and </body> at bottom in narbar template? I need help.

You need to move your <table> tags down below <body> somewhere.
