If all works good with the Plugin system disabled, then it is 100% sure a problem with a hack and not with vBulletin itself.

i upload some plugin for test deactive step and step all plug in forum slowly but Plugin/Hook System disable my forum crazy speed working i dont think some product problem

How many plugins and products do you have?

This is probably caused by a hack you have installed that have a negative influence on the performance.

I can only advice you to disable the hack and contact the author.
