Can View Whole User Profile (but not edit)

modcp/ directory will then show the full profile to a moderator, but not with the submit button to apply changes, I think.

Some custom profile fields can be hidden from members. The choice you listed basically makes it possible for your mods to see these fields and / or edit them.

I haven't checked, but from memory I think this means view the profile in the control panel environment (as an admin would see it) rather than in the way members see it directly on the board.
