First is how do I grant a regular mod the ability to mass move threads?

Second is I try to increase the size of an avatar to upload for mods from 65k to 200k. It says saved correctly but it never changes.

I can't help you with the second question but for #1:

ACP >> Forums and Moderators >> Show All Moderators >> Edit

You will have to do each one individually which is good IMO just in case you don't want all mods to have mass moving permissions.
