trouble installing

"Please make sure you have created the new directory structure required by vBulletin 3:

You need to move config.php4 to the sub directory off of your forums directory named "includes"

What does this mean?
This is what I get when I try to install.

(my own answer)
I finally renamed the config.php file to config.php4
and I got in
Now I am stuck on step 3 - database recognition.

Just an update to let you all know that I figured it out and successfully loaded our new license in the beta version vb3.
