The Max upload limit has been changed to 5MB in php.ini, and Apache restarted, but I am still getting the File Too Large: Exceeds PHP's Max file size of 2MB

I'm using vBulletin 5.0.5. When uploading images to blog posts I see the message "Your file of xxxxxx bytes exceeds the limit of 100000".
