Banning a user from using sigs

I want to prevent one person from using sigs as he is having 'fun' changing them to various offensive pics. I set up a new usergroup and checked 'no' for 'can use signatures'. I tested it with another username and it doesn't prevent using sigs. What did I do wrong? It looked so easy

I see that in the vbulletin options it has a general option to allow sigs, but I thought that had to be set to yes to allow anyone to have a sig.
    Thanks,
    Anne

Make sure that user is only a member of this usergroup. If he is a member of multiple usergroups, a YES will override any NO's he has set.

Yes I did that. I think I've got it worked out now-I got confused because their old sig is still there, but in usercp they cannot edit or add a new one. So, I just have to delete their sig manually and all is well!
      Thanks,
      Anne
