Each person on the internet has a unique IP address assigned by the provider. It is up to them to make it public or not. Most prefer to keep it private because they don't want to provoke abusive users to probe their system uncalled for. On web sites when someone registers and posts the IP address is stored. Many consider it a privacy violation if people start to make those addresses public. Unless their forum rules (prior to registration) clearly states that their private IP addresses will/can be made public at any time - or are even shown publicly.

If someone wants to post their own IP address, I wouldn't see why that would be illegal.
