There are no logs for this. These are temporarily stored in the 'strikes' table but this is emptied on a regular basis.

There wouldn't be much to log anyway - plaintext-passwords (hopefully) arn't being transmitted, and even storing password hashes is a security risk if somebody ever breaks into your server.

I would very much like to see a log of IP addresses that caused an account to lock.

There is a hack available to view the failed logins for vbulletin forums, available for licensced vbulletin holders on vbulletin.org
