There is no script to convert from vB3 to vB2. For help converting vB3 to another BB system, you will need to contact the makers of those systems. For obvious reason, we do not make such scripts.

An owned license is 160 dollar one time fee, and access to updates are 30 dollars for an additiona 12 months.

Well heck, isn't an owned license $169 (once)?
Each year, I ask my members for donations to pay the ISP fees for the upcoming year. I have just over 3000 members, and raise a bunch of $'s in a week. Surely this guy's members can collectively cough up $169....

You don't, ontop of that you'd still have to pay for vBulletin, a license is a license regardless of which version you are going to use,
