Each year, I ask my members for donations to pay the ISP fees for the upcoming year. I have just over 3000 members, and raise a bunch of $'s in a week. Surely this guy's members can collectively cough up $169....

or convert from vb3 to IPB and then over to phpbb

I think he wants to convert from VB3 to vb2 as there is only a conversion script from vb2 to phpbb and a script for vb3 to phpbb isn't planned tell the next major version of phpbb comes out.

You don't, ontop of that you'd still have to pay for vBulletin, a license is a license regardless of which version you are going to use,
