    Not sure if we corretly understand your post, so sorry if we'll repeat. We have fixed IP from ISP. And we can change our IP to any other IP in few clicks w/o apply to ISP, because it's not related with ISP at all. More correct to say that we don't change our IP really, we just connecting through proxies, and sites doesn't see our real IP. For not falling into detailed explanation, just take a look here. Basically, it's just the thing which guys call private surfing.
