How Do Users Make Notes?

I would like to know how user's can make notes about themself and other members?

I find all the other threads about this rather confusing, thus making a new one.

This is controled by the Usergroup settings on User Notes.

yeh I have all relevent usergroup settings actuve for the user notes. How do you actually use the feature and where is it situated so members can write stuff??
