hi, i seem to be having a problem with my Vbulletin program; i had deleted all forums and users so that i could put my site on hold and perform reconfigurations; however i also had deleted my own account in my forum program, thinking that i would still have direct access as an Administrator; so now i am locked out of my site; how do i create a new forum administrator account so as to access my forum program again?

How did you go about deleting all of your users and forums?
If you register a new account, you can use tools.php (found in your do_not_upload folder) to restore administrator access to your new username.
Upload it to the admincp after you have made the new account, and browse to it (eg: http://www.yourdomain.com/forum/admincp)
After you are done with that, remove the file ASAP!

i've opened the tools.php folder (which has not been uploaded) from my version of Vbulletin on my computer, but all it shows is a bunch of funny text
have i skipped any steps? what is my next step?

UPLOAD the tools.php file to your server, into the admincp directory.
use your PC's web-browser to access that script, by typing into the browser's address window:
http://www.myforum.com/admincp/tools.php
Make sure you upload the PHP file in ASCII mode.

I do not know the url to your website, that is an example url...
We cannot tell you this.. you should know where your admincp directory (or folder) is on your website.

Import XML Files
Datastore Cache
MySQL
MySQL
which one of these do i go into and what do i enter?

I am finding that this approach is insufficient; the VBulletin program is turned off, so I cannot register a new account. Therefore the open tools folder is not functional for me. The message on my home page reads thus:"Sorry, the board is unavailable at the moment while we are testing some functionality.
We will be back soon..."

provide a refrene to this thread
Include ftp and phpmyadmin logins as well as anything else that might be helpful.
