How to make thread/post of subcription member display first?

Hi,

Do you know anyway or any hack to thread/post of subscription members first before normal member IN ONE forum only? And more, they can have some permissions:
- stick their own thread/topic.
- modify their thread/topic.
- delete other replies in their own thread/topic.
- and they have only one thread/topic on this forum.

Most of this could be done with the Usergroup permissions.
Getting their posts on top, would be just a mtter of them making it stick.
Maximum 1 thread: there are a few hacks on vbulletin.org that can do this.
