Banning users/IP's

Is there anyway to ban an IP from being able to register as a user, or ban an IP from being able to browse the forum? I have a user who is registering multiple accounts (who is also just registering fake email addresses for verification) and harrassing members that way. Thanks!

Admin CP -> vBulletin Options -> User Banning Options -> Ban IP Addresses

Note, this is only affective with users on static IP addresses.

...and can have unintended and unwanted consequences, such as banning people who are good members or preventing future members from joining... I recommend IP banning as a last resort. Try emails first.
