Can't upload anymore attachments...

admin control panel-->vbulletin options-->Message attachments options:

Limit space taken up by attachments

OR

ACP-->Attachment Manager-->extensions and sizes

OR

ACP-->Usergroups-->Usergroup manager-->Edit moderators-->Attachment permissions

I have a moderator that PMed me saying he was trying to upload a few attachments to a post, and it told him he ws maxed out. he went to some old threads of his and deleted a few attachments and was then allowed to upload 2 new ones. How can I release this maximum # of attachments? Where is this setting?
