Changing the 'favicon' graphic.

First of all, is it alright to change the 'favicon' graphic, if its okay to have a custom graphic instead, what program can you create this with? I have adobe photoshop and it doesn't recognize these types of files.

What would be best to create one with, when I go to properties on this graphic it just says; filetype: "Icon". Any help would be greatly appreciated. Thankyou!

Yes, it's OK to replace that.

I did a Google search, and favicon.ico files are supposed to be 16 x 16 or 32 x 32 pixels, 16 colors or 256 colors, gif or bmp format with an "ico" extension instead of "gif" or "bmp". The most compatible format is said to be 16 x 16, 16 colors.
