What Causes This Difference Between IE & Firefox? (Pics Included)

Hi i've hunted everywhere in the style options for this but can't find it. If you look at the picture below of a post in my forum on Firefox it has a neat grey line that seperates the title of the post and the text of the post:

FireFox:

Does anybody know what causes this and how to make it so it appears in IE too, as it looks much neater.
