Can't remove two items,

I recently had some work done by a buddy of mine but now there is two items we can't seem to be able to get rid of - the arrow and Header Code: PHP Code: in the space above and below the navbar. Any suggestions what to look for?

You can find the <!-- comment tags --> either in the header or the navbar template.
