I have my own smilies for my board. However, I think that they sometimes make the page stretch, so my reply to topic page looks horrible.

Is there some way to limit which smilies show up on the reply to topic page, and have the rest of them open in the window that appears when you click for more (this is for standard editor/standard with extra formatting controls)?

Re-order the smilies in the admin-cp.

I did, the smallest ones are shown first in the ACP, but on the reply to topic page, various smilies seem to show up randomly. How do I prevent this?

You have it 3 across, 5 down, so the first 15 of the smilies should have 0 as the display order. I think you're short a few, that's why they're showing up randomly. That's just a guess though.
