Is this cron job the quick way to resend validation codes via email to all users who have not confirmed their email address or is this something else?

These emails are sent three times:
- on registration
- again after 3 days
- again after a week (I think)
Running that task will send the emails to the people scheduled to receive it - and not to everyone in the Users Awaiting group.
If you want, you can send a mass email to the 'Users Awaiting' group and use $activatelink in the body of the message.
Admin CP -> Users -> Send Email to Users
