You said you need to do the following correct?:
1. Install vBulletin on your local computer for testing purposes.
2. Install vBulletin online so members can join your forum, post, etc.
Is this right so far?
To do #1, view the following thread:
To do #2, view this page:

Here's the deal man. vB requires certain other programs to be already installed and running on WHATEVER server you use. These programs are:
MySQL and PHP
MySQL is the database, from which all vB operations spring. PHP is a scripting language (think macros). vB is written in PHP script. All of it. So if you don't have a MySQL database application running and/or do not have a PHP interpreter running, you'll get nowhere.
Cool...?

If you do you will need to upload the files via FTP to your site, setup a MySql Database on your site server or get your host to set it up, edit and configure the config.php file then run the install file for the forum like http://www.mysite.com/forum/install/install.php and follow the instructions
Its really quite easy to setup and install but if you want someone to do it for you i dont charge muchPM me

You don't need to install any of that stuff. In the other thread, you already have purchased web hosting. Just edit the config file with any text editor, and FTP the files up.
Since you seem to be pretty new to this, you may be better off paying Jelsoft to do the install for you.

Pay attention. You don't need any of that. You have already purchased web hosting. You don't need to run your own web server and database server.
Follow the instructions for installing vBulletin. Edit the config file with a text editor. Fill in the settings that are required. Then FTP the files to your web hosting account as described in the instructions.

jdawg.. If you have no idea on how to get VBulletin to work then maybe you should think twice about installing any of that software on your computer. If you dont even know which ones to install maybe you should give up now...
No-one here is going to answer a million questions about how to configure apache and PHP and MySql that you are going to ask.
Just get your host to make a database on their server for you, give you the name and password for it, upload Vbulletin to your site via FTP and install it. It really is simple.
