For post icons, no there is not. But for smilies, there is. Go to:

Admin CP --> vBulletin Options --> Message Posting Interface Options --> Smiliebox Total Smilies

... and set this to 10.

Is there any way to display only 10 post icons then have a "click here for more" link to the rest?
