Resubscription at higher level doesn't upgrade...

I have a Silver primary usergroup and a Rossa primary usergroup for subscribed users. half way through a users Silver subscription they sent in Paypal for the Rossa subscription. Everything shows cleared in Paypal, but vB doesn't show any signs the user subscribed at the higher level. Still shows their old subscription, no signs of the new one, and I confirmed their email was the same as one in Paypal.

Go to your:

Admin CP -> Subscriptions -> Subscription Manager -> View Users (in the menu)

Is there any subscription shown for that user in the Rossa subscription?
