You don't have image verification turned on.

I would turn that on and if that doesn't help, you'll most likely have to start moderating registrations.

if they are hosted by a webhost, ask the webhost to take down the account.
by the way, is the way they write a kind of slang? and why do they do it?

Set new registrations to be mnanually approved by you.

Then set a new rule that any NEW members must make 100 posts before being granted PM facilities and even then only at the admin's discretion.

Create a new usergroup that mirrors the default one (Registered) except has no access to PM (call it nopm or something).

Whenever you approve a new member, immediately move them to this new usergroup.

Members then have to ask you for PM facilities when they reach 100, and you can move them manually. *or* set up a promotion to move them automatically. However, I found it better to do it manually so you can check before approving.
