Problems with quoted text

I am testing on my dvelopment site before I upgrade the production site and I have come accross a problem.

When somone is quoting a message, the get garbage. Look at this :

What could this be?

It looks like they tried to post HTML code or they copy-n-pasted from MS Word or some other application with hidden HTML.
