How to allow memebers to create private forums

Hello;

Is there a way to configure a group to allow its members to create forums which will be invisible to everyone but a select group? this group would be also created in the forum.

Only Admins can create forums and this power can not be limited to specific sections. This requires modifying the code. You can try asking for help withthis over at www.vbulletin.org.
