Whats the Best Way to Organiz this?

My forums are for apartment communities. I dont know if i should organize by city or zipcode. Keep in mind people are going to have find their community easily and quickly with out having to go through alot of catagories. I'm thinking if there is a spot where they could enter their zip code in, and click "go" that it could be like a search and pull up the communities in that zip code. Or if i should just do it by:

Texas (catagory)
--Dallas (catagory)
----Downtown/Uptown (catagory)
----- Amli @ Downtown. (forum)

Little bit of organization help please, because as you can imagine, if i do every state, and every city in the US, this could be very confusing.

Well, you can search forum titles in vBulletin so it doesn't matter. Iwould think most people would know the name of where they want to livebefore they know the zip code of the place. Plus an area might havemultiple zip codes since they are determined by population density notarea covered.
