What option trips the 'canadminimages' flag?

I'm trying to track down what option (and where it is) triggers the 'canadminimages' security setting used in ../admincp/index.php?

    Thanks,

Admin CP --> Usergroups --> Administrator Permissions --> [Edit Permissions] --> Can Administer Avatars / Icons / Smilies

That is what the 'canadminimages' setting is set by.

Dang it! I'm over here hitting my head on my desk.... I would've sworn I was in the admin' permissions screen but still didn't see it.

Thank you very much! It was driving me nuts last night.
