Avatar permissions

What could I possibly have wrong with avatar settings?

1. I have avatars enabled.
2. I have avatar permissions set so that particular usergroups can place avatars and others cannot.
3. For avatars that are uploaded for moderator and administrator use I have the minimum posts set to 1000000.

Yet I find here and there that new members are able to select and use avatars for themselves. Any idea where I might have the settings wrong?

Avatar permissions are set by a combination of usergroup and avatar "category". Your answer lies in the Avatar manager.

Thanks for you response Dennis. But I looked for the answer in Avatar Manager before I came here to post. It is through Avatar Manager that permissions are set for usergroups and minimum posts are set for avatar use which I explained above that I have set. As far as I can see I do have usergroup settings correct. New members are not enabled for avatar use and their permissions are set to NO in the Avatar Manager. Yet they are still able to use avatars that are already uploaded even though I have minimum posts set to 1000000 for those avatars and their permissions are off.

Changing these settings does not make then retroactive. If they had avatars uploaded prior this change, then they will still have their existing avatars.
