With smillies...

You know when you are clicking "post reply" like right now. I have a template where when i post teh reply it stretches out past where it should. So how do I move the smiley colum to the top, or just make it smaller. I'm not really sure.

I moved the smiley box under the box where you type by going to editor_toolbar_standard (in the templates)
and adding <br> before <if condition="$smiliebox">$smiliebox</td></if>

You can also choose how many smileys display, and how many smileys per row, in the vbulletin options --> Message Posting Interface Options
