Remove ? in php? without parameters

Is this as simple as doing a regex on all the templates? Will this have any undesireable consequences? What about if i find all instances of index.php?" and replace them with "?

I do not understand your question. What are you trying to do?

in the php code the link back to the forum home page is index.php? (why would somebody set it up like that?)
other links that don't have parameters have the same setup:
      usercp.php?
      faq.php?
      etc

in google usercp.php and usercp.php? will have different pageranks...
i want an easy way to remove the "?" for all of the links that end with a "?"

The ? in it is the session hash, so you are not logged out when you follow the link.
