Cant change timezone

On my forum at www.performancecarclub.co.uk/forum

It says "All times are GMT +1. The time now is 12:35 PM."

Well its 11.35 and I live in UK and its UK club - so I want GMT not GMT + 1

I've been into admin cp and changed it to gmt - no effect
and ive double checked my user control panel has gmt - an it does

OK now i've found its DST

In my user options its set to automatically detect DST
If I set to ALWAYS OFF - then I get GMT and the right time

But with autodetect DST its going to gmt +1

I think this could be down to the fact that the time on the server adjusts to DST itself

So how can I set ALL the users to always have DST turned off permanently?
