Vbulletin 3.0.3 problems with Admin CP

I did the upgrade last night and now I am having a problem with the admin panel. I am trying to figure out why someones posts keep going into moderation que and in doing so I opened up the forum permissions, I see the new drop down menu there and when I go to the forum that I want to edit permissions on it seems to just randomly select a forum. For example, I want to edit permissions for a forum named "state of virginia" so I go to that on the drop down menu and it takes me to "show and shine"
