Can one PM all users at once?

I know it's possible to mass mail the membership through email but I was hoping there was a way to send a PM to everyone as well, short of making a distribution list and then sending it to everyone that way.

A user can send a privmsg to x users at once. But this is meant for more then just a few. Not for more then 100..

There is a hack on vbulletin.org that allows you to send a pm en-masse through the admin control panel.
