vBulletin Cannot connect to the MySQL Server

    1. MySQLD (the mysql server) is down and unreachable
    2. The MySQLD has reached its max ammount of connections
    3. The info in your config.php is not correct.

This is almost certainly a server issue, particularly if it was working fine before and you haven't made any changes to your config.php file.
