where would i put the code for a popup window

hello again.. was wondering where i would put the code for when people click on a forum the popup will automatically load.. i don't need the code for the popup.. just need to know where it needs to go for a sub category forum (it's basically a disclaimer telling them what they can or can not do for a specific section) thanks!
