"Edited by" not working properly.

In usergroup options I have admins set to NO for display "edited by" on edited posts. Admins don't belong to any other usergroups. If a user edits their post first with a reason, it shows edited by admin when an admin edits it afterward. Is this a bug?

Here are the details:

Case #1 - User posts. Admin edits it.
> No "edited by" message appears. > Good.

Case #2 - User posts. User edits and leaves NO reason.
> "edited by user" message appears. > Good.
Admin edits the same post.
> Still says "edited by user". > Good.

Case #3 - User posts. User edits and DOES leave a reason.
> "edited by user" message appears. > Good.
Admin edits the same post (and gives NO reason).
> "edited by admin" message appears. > Bad.

Sounds like this could possibly be a bug.
